Portland’s urban forest leaves little room for assumptions
Portland’s tree rules distinguish street trees, private trees, Heritage Trees, development-related removal, and trees in environmental overlays or special plan districts. The physical setting varies just as much. A flat neighborhood lot with alley access presents a different job from a wooded slope, a site near Johnson Creek, or a property within the Columbia Slough watershed.
Portland identifies five major watersheds and maps streams, wetlands, drainageways, floodplains, forests, woodlands, and habitat through environmental overlays. Those designations are property-specific. They matter because private trees of any size can require additional review in some overlays, and soil disturbance or steep-slope cutting may trigger site-development requirements beyond the tree permit itself.
